Abstract

Current uncertainty of a legislative power of codified acts is being dealt in this article. Concept of horizontal subhierarchy of the statutes and a theory of the "self-proclaimed" codes are taken into account. Russian courts decisions are listed as well as foreign experience on solving such a problem.
