Создание в Испании так называемого “Государства Автономий” в 1978–1982 гг., последовавшее за демонтажом франкистского режима в результате пактового перехода к демократии (1976–1978 гг.), рассматривается многими представителями мирового экспертного сообщества как успешный пример политической модернизации, подразумевающей также и мирное решение сложных проблем национально-территориального устройства. В статье дается краткое описание объективных факторов социально-экономического и политического развития Испании, которые способствовали возникновению различных юридических, финансовых и муниципальных режимов, известных как “фуэрос”. Неудачная попытка решения национально-территориального вопроса правительством Второй республики (1931–1939 гг.) спровоцировала гражданскую войну, которая завершилась установлением авторитарного режима, ставившего своей задачей сохранение и укрепление единой и неделимой Испании без какого-либо подобия федеративного устройства. Архитекторам испанской демократизации пришлось в процессе нахождения политических и социально-экономических компромиссов считаться с наследием франкизма, во многом олицетворяемым нереформированным государственным аппаратом и офицерским корпусом, чтобы не столкнуть Испанию в новый разрушительный гражданский конфликт.
