Abstract

The article considers the potential for efficiency and effectiveness gains in the Russia’s public administration on the basis of process optimization. International experience indicates that improvements of business processes lead to considerable productivity increases as well as to better of outcomes. However, the recent empirical evidence from the Russian public administration indicates that efficiency and effectiveness improvements require two distinctively different policy approaches. Given the prevalence of outdated management culture and practices in the Russian civil service, considerable efficiency gains can be achieved rather quickly and easily, through standardized process simplification and other basic improvements. However, achieving better outcomes would require more complex and sophisticated policies based on a gradual case by case approach.
