- Abstract
- In article the current state of research of history of Councils in the years of Civil war is considered. The achievements of the Soviet and Post-Soviet historiography devoted to a role, structure, real value of capital and provincial Councils in 1918–1920 are analysed. New approach to studying of history ofCouncils is offered.
