Abstract
Active self-organization of individuals Russia in 2010–2011’s , aroused as a reaction on eco-risks and cataclysms, brought to light increasing civil networks potential. The article considers two types of network civil mobilization: organizational and individual, which tempo and effectiveness depend to a large extent upon usage of modern informational and communicational technologies.
