- Abstract
- Social activity of citizens is the motive power which provides start and regular work of the mechanism of civil control. Anticipatory civil control can be realized in such forms as public anticorruption examination of standard legal certifi cates and their projects, activity of chambers of the Russian parliament and a legislature of subjects of federation and their deputies, replacement of posts of the state civil service with a competitive basis and prevention of confl icts of interests in system of the public power.
