- Social and economic rights are a measure of the effectiveness of the entire system of humanrights and serve as an important criterion for evaluating the actions of the state. In conjunction withthe civil and political rights, they constitute a single complex of personal rights. Most constitutions ofthe world recognize the economic and social rights, but stress that this is an area of public obligationsof the government, they are executed in accordance with its law and depending on the economicopportunities
