Abstract

The author declares liberal attitude toward one of the one of vital political theory question –interrelation of such categories as “human rights”, “law of nations”, “state” and, “society”. The mainconclusion: human rights have absolute priority in modern society; however their guarantee is state,but not grass-roots democracy.
