- Abstract
- The author tries to find out what legal mechanisms are used by presidents in states with mixed form of government (including Russia) which give possibility to decisively influence the social relations in the economic sphere. The paper puts forward the hypothesis that the presence of discretionary power of the President in relation to Government and the Parliament creates an effect called by the author “gravity of competency” that is formally legitimate expansion of presidential competence beyond the constitutional regulation (questionable in terms of sense of constitutionalism).
