Abstract
In recent decades, the topic of officialdom abuses has attracted many researchers considering the history of public administration. In most cases, scientists come to the conclusion that it is the nature of malfeasance that is one of the indicators of the quality of the work of public authorities. However, many of them are faced with the problem of finding documentary evidence of these offenses. In most cases, when characterizing the abuse of officialdom, researchers use memoirs or statistical reports published by the Ministry of Justice. This article makes an attempt based on an analysis of materials from local institutions of the first half of the 19th century. consider malfeasance from the standpoint of the peculiarities of criminal proceedings. The source base of the work was the documents deposited in the State Archives of the Vologda Region (GA VO), namely the minutes and journals of the meetings of the criminal chamber, which are introduced into scientific circulation for the first time. The selected sources belong to the category of mass sources, which, on the one hand, complicates the process of working with them, on the other hand, it makes it possible to reveal the patterns and identify the features of the criminal process in cases of malfeasance.
