Abstract
The first part of the publication presents the principles of forming an information and analytical system that provides a comparative analysis of regional educational structures, including a description of the main tasks that it allows you to solve. Separate blocks of the system are considered in sufficient detail: methodological, organizational, informational, analytical, presentation and program, each of which performs its own specific functions. The structure of the system of integral and thematic ratings, as well as a set of specially developed indicators that are used in rating calculations, is given. The second part of the publication will demonstrate the possibility of using rating ratings to analyze the problems of education development by studying various aspects of the functioning of the preschool education system in Russian regions.
