- Abstract
- In this paper the problem of reforming the Russian police is investigated not as a local, one but ascommunicated with the existing institutional structure. Based on analysis of national and internationalstatistics it reveals the infl uence of institutional factors on the general application of the State policefunctions. It is concluded that without producing effective operation of the basic state institutionspolice reform is impossible.
